"Only one in ten..." might be a reference to the Ancient Roman army punishment of decimation. Lots were drawn and the short straw in ecery ten men of the cohort was executed. Now and again a lesser punishment might be imposed, such as the beating depicted in your illustration. It's rather opaque though; why not make it clearer?

^^A1^^ I would love to be a donor, even of blood, but I've got a chronic disease with an unknown cause and they won't take my organs or blood for liability reasons – they don't wanna risk giving my cooties to anyone even if it might save their life. I find other ways to help out.

^^B9^^ This probably from Colorado, along I-70. They have to close down the interstate several times a winter because of avalanche threats. Sometimes they do this preemptively. Regular rock slides happen occasionally too. Fun stuff. There's a state law that requires trucks to use tire-chains during snow conditions. I think there's a $500 fine for non-compliance.
