Looks like a spam bot that just didn't put the link into its text. Like, it should have had a link to a phishing scam or penis enlargement pills or something.
Although, who knows, it could've been some genuinely-appreciative ESL person.
Alternatively, it might be some Dadaist impersonating a spambot. I have actually encountered that several times (I administrate a few forums).
