Anything that can take an urban eyesore and transform it to a thing of beauty...or approaching beauty, is a good thing.
It's along the same line as the guy who takes an ugly stucco wall (like is left when they tear down a building and leave an interior wall) and "carve" faces into it. He is very, very good.
The guy in your image did a good thing, but his subject matter and/or execution could have been better thought out.
