This is how I want the US's immigration policy to work.
I think of the tests to be given to anyone allowed to board an Ark spaceship to a distant planet. Everyone on board would have to have a skill that would benefit the whole. Criminals would not be allowed or the mentally handicapped. Why can't we choose our immigrants under the same protocol?
